Renovating a facility classified on environmental protection grounds (ICPE) involves several constraints which must be taken into account:
Above all, the heading under which the facility is classified must be identified. The best known is heading 1510, which requires declarations to be made, but there are other headings, such as 2662, 2663, etc, which may apply depending on the products stored. Each heading may refer to rules designed for different types of merchandise.
Taking the case of 1510, the rules are as follows: - the building must be divided into cells, which must be 3000m2 if there is no sprinkler system, or 6000m2 as applicable. The cell separations must comply with the compulsory fire rating. - once the building has been divided into cells, each cell must be divided into sections of 1600m2 maximum. - surface area must be calculated to 2/100 of the AFA (Aerodynamic Free Area) in relation to the floor, section by section. - All NSHEV (Natural Smoke and Heat Exhaust Ventilators) must be equipped with a thermofuse. - Servo-control: each section must be controlled from one single dual zone control panel (if over 500m2) and must be able to be activated from a point opposite each cell (addition of an open-only control device). - Fresh air supply systems with a surface area equal to the AFA of the largest section are produced using facade openings, inlets or doors opening on to the outside, cell by cell.
For your project, it is not possible to retain winch NSHEVs and convert them into pneumatically controlled NSHEVs. However, you can opt for an adaptable upstand solution which will allow you to make no alteration to the waterproofing and to equip your facility with CE equipment.
For the control unit, it is perfectly possible to adapt ventilation panels linked to a compressed air network in order to manoeuvre daily ventilation devices.
